The deadline is currently in effect for nonprofit organizations (NPOs) subject to Law No. 7363/2024 to complete their registration in the appropriate administrative registry. Organizations established before January 2, 2026, have 90 calendar days to register, a period that runs through April 1, 2026, while those established after that date have 30 calendar days from the date of their incorporation.
The Ministry of Economy and Finance (MEF) has activated the SIARA platform for managing registrations and has made a user manual available on its official website—freely accessible and free of charge—that details the registration procedure and the system’s features.
Pursuant to Law No. 7363/2024 and Decree No. 4806/2025, registration is mandatory for NPOs that receive or manage funds—regardless of their source—and allocate them for participation in public policies in the Republic of Paraguay. The regulation provides for specific exceptions and stipulates that NPOs incorporated abroad must apply for registration exclusively via email at registro_osfl@mef.gov.py, where the applicable requirements will be communicated.
