Through the DDecree No. 5306, Paraguay has established a public policy for the artificial intelligence, cloud computing, and data center industries. This measure establishes a special electricity rate, valid for up to 15 years and denominated in U.S. dollars, with long-term contracts and adjustment criteria.
Furthermore, the Decree No. 5307 has incorporated «Power to X» in the policy on converging industries (green hydrogen, ammonia, methanol, and synthetic fuels and kerosene derived from renewable energy), and has established a very high-voltage consumer group with dollar-denominated rates for up to 15 years.
The Ministry of Industry and Commerce, as the competent authority, requires development plans that incorporate local value, technology transfer, and talent development, while these decrees leverage Paraguay’s energy advantages to attract investment in digital infrastructure and energy industries.
