The Ministry of Industry and Commerce (MIC), in coordination with the National Directorate of Migration, enacted Resolution No. 0283\/2026, which establishes a new regulatory framework for obtaining the Foreign Investor Certificate (CIE).<\/p>\n

This update modernizes and simplifies the process for foreign nationals to obtain permanent residency in Paraguay by making investments in the country, incorporating differentiated criteria based on the type of investment and control mechanisms related to the traceability of funds.<\/p>\n

  1. New investment-based residency program:<\/strong> The \u201cInvestor Pass\u201d updates the current system to facilitate the
    \nthe establishment of foreign investors, incorporating oversight mechanisms such as background checks, declarations of the source of funds, and periodic monitoring.<\/li>\n
  2. Different investment options:<\/strong> Four categories are established: manufacturing, finance, real estate, and tourism, with investment amounts starting at USD 70,000 and specific conditions depending on the type of investment, including, in some cases, job creation or business plans.<\/li>\n
  3. Focus on strategic sectors:<\/strong> The program covers investments in tourism, real estate, and finance, allowing capital to be channeled into economic activities and permitting investments in dollars or guaran\u00edes\u2014whether already completed or in progress\u2014provided that the financial commitment is documented.<\/li>\n<\/ol>","protected":false},"excerpt":{"rendered":"
