Horacio brings particular expertise in special investment regimes (maquila, investment law, and free trade zones), double taxation treaties, transfer pricing, wealth planning for high-net-worth individuals, and cross-border transactions.
He has served as Senior Associate at leading law firms in Paraguay — advising on some of the country's largest industrial investment projects — and at firms in Spain, where he counselled investors on intra-EU operations.
Alongside his legal practice, Horacio is Professor of Tax Law at the Universidad Católica de Asunción and a postgraduate lecturer at the Faculty of Economics of the Universidad de Buenos Aires.
