Biography

Lawyer graduated from Universidad Nacional de Asunción (1969), with more than five decades of experience in corporate, banking and finance law, mergers and acquisitions and international transactions. He is one of the historical figures of business law in Paraguay.

He has advised on high-complexity strategic transactions and has held relevant institutional positions, including roles linked to the United Nations Development Programme (UNDP) and advisory work for international financial institutions. His career has been associated with key processes of institutionalization and strengthening of the private sector in the country.

He is co-founder and General Counsel of the Paraguayan Chamber of Exporters and Traders of Cereals and Oilseeds (CAPECO) and serves as President of Fundación Solidaridad, consolidating leadership that combines legal practice, institutional engagement and social commitment.

Other Academic and Professional Activities

He is currently the Founding President of the Fundación Solidaridad – www.fundacionsolidaridad.org.py – a non-profit organization dedicated to assisting and supporting people with disabilities.
After graduating as a lawyer in 1969, he joined the Graduate Program at the Academy of American and International Law of the Southwestern Legal Foundation at Southern Methodist University in Dallas, Texas, USA, in 1975. He later completed the International Practice of Law Program of the International Bar Association and was certified by the College of Law in London, England, receiving a Diploma in International Joint Ventures in 2006.
He served as Assistant Professor of Tax Law at the Faculty of Accounting Sciences of the University of Asunción from 1975 to 1989.
He is a former General Advisor to the United Nations Development Programme (UNDP) in Paraguay.
He was appointed as trusted counsel to the Embassy of Switzerland in Paraguay.
He has also served as an international consultant for the IFC, IIC, and the World Bank.
He is Co-Founder, Honorary Member, and General Counsel of the Paraguayan Chamber of Exporters and Traders of Cereals and Oilseeds (CAPECO).
